Various people in dense cities to isolated rural towns have tried to create faster speeds, higher reliability, more options, and lower costs for the Internet, phone, and television, but the US government regulators insist everyone has to obey the established system, which favors major corporations. Across America, telecommunication corporations created a cartel. The cartel provides legalized bribery, insider deals, and revolving doors to the US government (and vice versa).
For the past few decades, telecommunication corporations have invested lots of money on misleading advertisements, deceptive political campaigns, winning elections for traitorous or usefully idiotic politicians, crafting monopolistic regulations with government regulators, developing insider deals and revolving doors with government regulators, and frivolous lawsuits in order to entrench their cartels and sabotage private and/or public competitors. Across America, local governments (e.g., town and city governments plus state governments) have disproportionate control over telecommunication regulations, but local governments have a tough time negotiating with large corporations that operate in many cities and across state borders. Throughout the decades, small telecommunication corporations have merged into larger telecommunication corporations, and infrastructure technology became more advance and expensive. Small telecommunication corporations have vastly less money than what large telecommunication corporations possess, thus, small telecommunication corporations cannot afford widespread infrastructure upgrades. Large telecommunication corporations still struggle to afford large-scale infrastructure upgrades.
The obvious answer is using the general public’s money to fund public telecommunication that does not focus on maximizing profits for the upper management and shareholders (e.g., public water systems, public sewage systems, public roads, and freeways). The public money could hire efficient private contractors and/or government agencies to build, maintain, and upgrade this telecommunication network. At least in San Diego, CA, telecommunication services for residential areas are usually monopolized by Charter/Spectrum/Time Warner Cable, AT&T, Cox Cable, and Comcast. In the recent past, the telecommunication corporations offered a wider range of prices and service types. As of now, all of them are forcing customers to choose between similar starter deals: a 12 month contract of ~$90 per month (plus taxes and other possible fees) for Internet (download speeds: 25 Mbps to 100 Mbps), TV (well over 100 to 200 channels), and phone (unlimited calls throughout the US and a few other nations). The bundled deals offer either (a) less TV channels with faster Internet or (b) more TV channels with slower Internet. If you want ~20 basic TV channels for local news, then too bad. You either pay slightly less money (~$25) for a few TV channels, or slightly more money (~$30) for lots of TV channels.
The problem goes way beyond my opinion and San Diego city. Across America, telecommunication corporations such as Comcast, Charter (which bought Time Warner Cable), Dish Network, and Sprint all have very low customer-approval ratings and lousy employee reviews:

Over-the-air television (OTA TV) should offer free and basic TV channels, but many areas of San Diego have lousy radio reception. The website’s estimation matched my real-world test, which was poor reception. America needs more public varieties and private options of radio towers, Wi-Fi towers, data cables, and satellite communication. Throughout America, we have outdated infrastructure for telecommunication, transportation, water, sewage, and housing, but we are suppose to spend more decades and more trillions of dollars on the so-called war on terror, and terrorism has become more common than ever.
